What is the purpose of the steel strap on the back of seat frame for a screw type adjustable seat?

Jetmek is right. There is a piece of fabric that goes from the back of seat to the front of the package tray that makes it so things don't fall off the package tray and into the truck when the seat is in any position other than all the way back. I believe it is call the "accordion flap" because it expands and contracts. That bar slips through a loop like a curtain rod through a curtain and then screw to the back of the seat frame.
You are lucky you have it. Very often that bar goes missing.
