Default What am I missing on left service brake?

Understanding service Brake Pedal to cross shaft to left rear brake rod to brake lever to cam shaft and cam to shoes.

brake pedal not stopping the LEFT rear wheel with rod connected to lever!!
With rod disconnected, hand pulling the lever about 2-3" stops the wheel.
With drum off, verified the shoe spreading cam and the shoe adjustment wedge move the shoes.

It appears the RIGHT rear rod only moves a 1/4-1/2" and stops its wheel.

The previous owner has a new adjustment wedge installed...

At a loss as what to do next? Thoughts, Rip
