There are many 20 piece micro drill sets on Ebay for $2/$3 per set. Yes, they will do the job for resizing Carb Jets. You will also need a pin vice.

When resizing your jets always start with a drill bit a couple of sizes under what you think you might need and work up from there. You will be surprised how little you have to remove to change the flow rate substantially
Work in a well lit area and be careful not to drop some of the smaller drill bits as they can be hard to find if dropped.
