Is it just me, or is something missing on this "restored" electric wiper offered on e-bay?

Yes. It looks to me that there is no on off switch or electrical contact post. They should be on either side of the main wiper axis. I don't think that this wiper is for a Model A. See wipers in the judging standards. The information there is very clear.
