Default '28 Roadster dash rail. I think I'm missing pieces. What does the dash rail bolt to?

Working on a '28 Roadster and I think I'm missing some dash rail pieces/sheet metal. What does the dash rail bolt to? I see the two upper end female threads that are part of cowl, but what do the lower outer end and the middle two screws attached to?

I noticed Brookville sells a "reinforcement" piece. Is that what does behind the dash rail? Any other pieces I may be missing?

The two screw holes in each extreme end of the dash rail mate up with tabs that are part of the cowl. The two in the middle mate with two right angle pieces that are held on by the bolts across the top of the cowl. These right angle pieces have a "D" nut in each. The pieces are about an inch and a half on each leg of the L.

The pieces are Bratton's part number 34480 Belt rail center brace $11.95 ea
