1949 Ford 239 v 8. Part number is 20428-s. What is it?

In early Ford catalogs (I have not looked into a post-'48 one lately) fasteners used with many mechanical parts are listed right below the associated part. Some will have a Ford number with a Ford model prefix and a Ford number close to that of the larger part. These are Ford only stuff, generally because fastener is high strength or a funny shape.
Others like the one you list have no prefix, longish number, and usually a suffix for finish...these are standard hardware, just normal bolts and washers and cotters. I believe the same numbers are or were used by multiple car companies.
In the early Ford catalogs, the standard parts are in a list at the back where they are described by thread, length, etc.
On a '32 Model B distributor...cam B-12210 is held down by a B-12211 screw (oddball threads, special head) washer B-12213 (close fit, smaller OD than hardware store washer) and lock washer 351356-S, a just plain hardware store part.
This can be useful information when you need to head to the hardware store, obviously.
