Default rattle can primer

does an A body have to be down to bare metal for primer to stick?

Hm, what do you mean by..'stick'
If you mean to final paint over...good luck !
If you mean just to have all one color and can refresh time/time..clean the fly feces and oils off and go for it..yes !

Think of rattle can primer as temporary or high build for minor flaws. Use the primer that goes with the new paint you are going to use. Don't put $60 a qt. paint over rattle can primer.

What kind of primer?
rattle can ? (avoid)
2K ? (the best)

2K urethane primer will stick to
1) bare metal
2) plastic (bondo)
3) previous layers of urethane paint that have been scuffed with a red scotch brite pad or sanded with 600 grit.
4) epoxy primer

If you have lacquer paint on there now any urethane primer or paint will lift it. You would need to apply a sealer such as epoxy primer or water-borne primer.
If you have enamel on there, the urethane paints may or may not stick and may or may not lift. Again use a sealer layer such as epoxy primer or water-borne primer
