Default 36 club cabriolet spare tire mounting brace

The spare tire mounting brace where the caged nuts are welded to is concave where the two top caged nuts are welded. As a result the brace at those points don't fit tight against the tail pan so if you bolted the spare tire mounting bracket on it would pull the tail pan in and bend the metal at those two locations. It looks like it came that way from the factory. On my 35 cabriolet the brace fits right up against the tail pan. Any thoughts on why the difference?
