I'm sorry I can't give a direct answer. However, you may wish to investigate these options:
- PPG Duracryl: While not traditional nitrocellulose lacquer, this is an acrylic lacquer with similar properties. It may be possible that you can purchase it in Holland from a local PPG distributor.
- TCP Global (http://www.tcpglobal.com): I believe that they do sell some types of lacquer paint, and have been informed by them that they can ship to Europe using UPS, although I haven't actually done so myself.

Well, I am really not a paint expert, but nitrocellulose is really just one of the very early incarnations of plastic, whereas acrylic is a somewhat more modern version. Nitrocellulose had the disadvantage of being extremely flammable even when dry, and thus went out of use in the '50s-'60s when more stable compounds became available.

I think what you're really fighting with is the difference between single-stage paints (no clear coat), and basecoat/clearcoat paints. The latter are longer-lasting, but don't give the shine of the former when polished, especially for solid (non-metallic) colours as in our cars. Lacquer paints, while still available, aren't used by many given how soft they are. I have used Acyrylic Enamel paint (single stage) bought from TCP Global (bought in the US, shipped to Europe by myself), and have been pretty happy with them.

PPG do sell paints that can be used as single-stage paints (Delfleet is their brand name). I have used them recently for paining a set of fenders black. The look is good, but the painting was done only 2 months ago, I can't vouch for how they hold-up long term.

Just pack it up securely and ship it. No one will ever know.
