Where does it go

Felt dust washer .250 thick, .080 OD, .25 ID. Les Andrews says on page 1-36 (3.) "The operating pin will then drop down out of the king pin." No evidence of a felt here. On page 1-38 (2.) he says "Place a felt dust washer in the backing plate hole for the operating pin" No way will a felt with these dimensions go in a 1/2" backing plate hole along with a 5/16" operating pin. It can't go inside the king pin, so where does it go?
