Default 28-29 Tudor Body Bolt placement...

In the MARC/MAFCA RG's on page 4-20 Revised 2011, it states that on a 28-29 Tudor, Body to Frame Bolt Hole # 9 that there is a "Plain Flat Washer 15/32 x 1 x 1/16" that is placed in that area...Does the flat washer go inside the body before the bolt is placed down through the hole in the body OR is it placed after the bolt goes through the body then the body block then the frame, followed by the (flat washer) lock washer and nut?

(This is also the set up in the 30-31 Tudor as well as 28-31 Phaetons, Roadsters, and Coupes).
