Default 1931 Tudor rear seat spring question

The wood for the rear spring has vertical slats on the side the spring fastens to. Should the edge of the spring be pulled down to the board? This would bow the spring out slightly in the middle.

I seem to recall that there are six or eight metal tabs evenly spaced around the bottom wire of the back which fastens to the wood. that bottom spring wire should sit flush around...then I believe the seat cover will give you the proper height continuous around when it is tacked into the small rail around the edge.
