Default Steering wheel bushing

Can steering wheel split sleeve be replaced without completely removing horn tube.

No. The sleeve has to slide onto the horn rod and act as bearing.

Well maybe...actually...Yes, if you don't mind doing the following.
Try "nipping" the bent flange opposite the split so the bushing can be opened up to pass over the light rod. Once over the rod, squeeze it back into shape with your fingers and hold it closed while you push it into its proper location in the steering shaft. The little bit of missing/cut flange will not stop it from working.

Jack, Is the bushing copper are brass and is it flexible enough to spring over shaft with out cutting flange. I have just rewired and installed new switch but am having trouble with lights coming on when turning steering wheel.

I don't remember if the bushing was copper or brass, but I think it was brass. It's split and I was able to spring it apart and over the tube, then reshape it to be tight around the tube with the small flange lip. It tucked into place just fine and stopped the lights from coming on during turns.
