Default '40 coupe - headliner question - IV the flap?

on the windlace near the dash board.......what is the purpose of the flap?

should I cut it off and wrap it over/cover the metal shield between windshield and column?

The flap is to pull it tight next to the dash. Flap extends beyond the dash so you can reach under and pull it tight. The metal shields are covered with some separate pieces of headliner material
