Default Installing 34 Gas Pedal to Firewall

I have the correct gas pedal assembly for my 34, but I'm having trouble mounting the pedal to the firewall. In regards to the threaded eye bolt that the spring loop wraps around - is the eye bolt fixed to the sleeve or is the eye bolt supposed to turn on the sleeve? Mine turns on the sleeve and I'm having difficulty seeing how I can get enough tension on the spring to provide resistance on the pedal. Any photos would be a big help! Eye bolt turns on the sleeve. Remove the spring, fasten assembly to firewall. then replace the spring. A little tough to do but it is definitely dooable.

Because of the near-to-90 degree bend in the shaft on '32-'34 accelerator pedal assembly, it is nearly impossible to replace the spring once the eye bolt is placed in the hole in the firewall. You need strong fingers to rotate the eye bolt into position with the spring in place, but it can be done.

Another view; I found if the carb linkage is disconnected the arm can go forward enough to make it easier to connect the spring after the eye bolt is fastened to the firewall.
