Just noticed that I have no rear spring clamps on my '30 CCPU. Are these important to have? Also where should they be placed?

I think they are there to keep the leaves lined up. If the car is driven over rough roads, the spring leaves could shift if the clamps are not there. The center bolt and large U bolts keep the spring together, so the clamps don't do much for holding the leaves together. They should be installed and I believe you can install them on the car as it is.
