Default 41 horn button

Am I missing anything to hook up the horn?

Where is the black rubber plug supposed to be inside the tube?

I'll give it a shot! the black bushing I believe is steering shaft bushing at top of column.Install steering wheel and nut onto the steering shaft. thread wire up thru steering shaft( tie a string onto lower end). route wire thru the spring, and attach the wire terminal end to the horn center(mine has a 8-32 machine screw at the outer edge). Invert horn ring, push wire down into steering shaft(maybe have someone pull on the string). Compress the spring and line up the 3 tabs on the horn ring plate to the 3 notches on the column bell and turn C.W. BTW- column and wheel have to be assembled in the car
