Identify This Tool Please?

Hey Guys, I bought a miscellaneous box of some small stuff at an estate auction for a guy that passed away a few years ago. I know he had been a Ford tech in the past, but had his own backyard shop going into retirement that he worked until his death.
It has a part number of T65P 77330-A it looks like it has a built in torque limit of 10 ft.lbs. I believe it’s a Ford special tool issued in ‘65. That’s about all I know. Any help in this mystery would be greatly appreciated. Thanks!
