Default need to adj spark rod

hello
I did a search didn't find anything I need to turn my steering column to adj my spark laver I took the brkt loose at the bottom and took the brkt loose under the tank but can not turn the column is there anything more to take loose or how hard is it to turn

Loosened both, good now take a pair of large water pump pliers, pipe wrench with a rag not to mar the column should loosen up,turn back and forth.

Be careful using a water pumps on it as you can squezze the tube which will dent or crush it..
Slide the clamp up some and Kroil or PB the area and you can also work the slit some on the box.

I'd try what Mitch said, then if you still can't get it to move, try a giant adjustable wrench on the squared off part where the 2 arms exit.
