If this is what is happening to you and new cups don't solve the problem, the proper solution is to find a better hub or buy a new one. I was just out in the garage trying to get the inner race out. It's certainly not loose!
There is a small inward dent that I think might be hampering my efforts to drive it out? Maybe have to resort to cutting it out.
