This would explain why you are getting such tight clearances. I don't know that I have ever had that happen in one of my engines. Perhaps the block has been decked?

Looks to me from the photo that the edge of the piston is protruding slightly above the deck.

Those Merc heads don't look to me like they have ever been milled. Do your pistons protrude above the deck at all at the edge?

On my pump test stand, I have a valve to shut off flow and test relief valve pressure. I restrict the flow to 40 psi back pressure and check flow rate. Typically 1.5 gpm.

I did the swap to my 39 30 years ago. Used a Bronco 9" with 3.70 gears. Does 73 mph at 2500 rpm. i did mine with the body off.

Lifters did change from 1947 to 8BA.

The ones on the left is what i am familiar with. Don't think I've ever run across the ones on the right in all of the engines I have disassembled.

In this case the follower is the lifter. i use an adjustable lifter and set it so the valve is off the seat.

I imagine that due to the diameter of the lifter, it does not see that dip.

The pump generally relieves at around 60 psi.

Yes you do need to determine installed height and do your testing at that length.

That is a Canadian no. In US, the basic cam number was 6250. Be interesting to find out the specs.

I have never seen a cam with 8RT markings on it.

I have installed many 1 piece seals on my builds and have yet to have a problem, even with the stock spiral sleeve.

Was the seal installed properly? If you are not careful, the seal lip can roll under.
