As Don said above, they were not ORIGINALLY attached to any type of bracket on the cowl and "they were not factory installed or an original official Ford Accessory".

If you requested to the dealer that you, as a Ford customer, wanted "twin spares" on your car when you were ordering it...Then it would come with "twin spares" when you got it from the factory.
