Maybe it’s not new but all vendors must have a Pennsylvania sales tax vending permit. In 25 years I don’t remember paying 6 % sales tax. Not a big deal on a hubcap but I have bought several cars.

All the vendors sell the lube. You might want to order a new cable and put an end to your troubles while you’re at it.
