The four long pieces of metal are to hold the rubber floor mats. Once fitted, the edge of the mat slips under them. Long for the front, short for the rear.

I tried the same thing on my 48 Ford Woodie and the best way to figure an approximate date is by using what you have. Check the glass. If it is original, that gives an approximate month. I don't know...

Is the needle and seat assembly jammed shut? Sounds like no gas is getting into the carb - but I can't explain no "pop" or backfire with gas poured into the carb or a shot of starting spray.
