If the head is straight and not the issue with the compression loss, would a poor valve seat, bent valve or sticking valve let air from #3 to #4 and vice versa?

Similar to what Curtis has mentioned, I've run into fuel blockages due to rust (either in tank or sediment bowl) and with movement of the vehicle it can stir up the sediment and block the fuel flow....
