$1700 is a good price for a stated "rebuilt engine", but I would insist on pulling the head and pan to put eyeballs on the guts of the matter.
Rusts leaks from the head demand it.

When I had a sediment bowl I bought a dozen gaskets, I put a new one on whenever I cleaned the bowl...no sealer.

Try a new "American" regulator/cut-out, dump that foriegn garbage.

I went with the LED replacement bulbs, very nice, very bright.
Just had to widen the hole in the reflector a few thousands with a round file, easy, and they work great.

I used a spare spring from my 57 chevy, its a little on the strong side, but it worked for two years before the whole regulator gave up the ghost.
