If your intake manifold has the built in angle to keep the carb. level, then use that angle to set the engine angle when the carb is level....

Then it should be obvious that if the cable is turning. the turtle gears are OK and the problem is most likely a defective speedometer or connection to it.

The inner cable (speedo drive cable) is supposed to turn.
If the outer cable sheath (cover) is turning it is most likely that the inner cable is broken or rusted and frozen to the outer cable...

Did see one that someone bought years ago from J C Whitney to fit a '50 Mercury that was plastic coated wire with no cloth cover.
Don't know if they still sell them.

This is what I installed from Rhode Island wire works.
Most of the visible wire was replaced with the kit.
Any thing not visible was replaced with non covered wire....

You did not say which 4bbl carb you are using but most have a manifold vacuum port that is used for a PCV system, this port would be an adequate source to operate the wipers.

To answer your question, according to their site, they do NOT offer 6 volt conversions.
Have had a unit installed for over 20 years and had to use it only 2 times as I recall.

Maybe if the car was being put away for long storage or being shipped by boat it may provide some protection from the elements.

Judging by the condition of your wiring, every connector, including every bulb to its receptacle needs attention/cleaning.
Have had similar problems that were due to bad connections or grounding....
