On mine only the 2 outside smallest bars have points which face down.

To move seat forward or back the seat brackets have two holes to mount seat. By switching holes seat can have some additional adjustment. This I must do on my 39 as even with adjuster back seat is...

Wires 1&2 are from harness, should be both yellow/green. Yes on #3 to horns. They ground to frame thru their bracket so make sure you have clean surfaces.
