Just an FYI only... no idea if relevant.
On a side note I was told by Snyders that door knobs they sold would not work with fordor cars with external lock as result of the door profile.

It creates such a mess..even behind the speedometer. The cable is also missing a stay on the speedometer end. Something is just not right about the entire cable and given some of the less...

Update...
I added one additional step that I did not do before.. flushed the grease (it was thick) out of the speedometer cable and gear assembly and oiled both.

Will see..

The bag is small so I assume the other tools were just tossed under the seat?

If under the seat the tools would just rattle around on the floor...

Our 60C was missing the original seats so I do not have 100% image of what the mechanism looked like.

I had it originally mounted on the Piller.

I found a few photographs yesterday in Model A books and it appears that for the four door cars the windlace was indeed mounted on the door...

I think you are right.
The pulley has slop and the sound it makes is identical
And the sound is timed with hand crank on pull up and push down
