Concur that the tang definitely looks to have been partially sheared off/smaller than it should be - but my assessment (defective wrench) is based on the position of the tang itself - on a "good"...

I keep a piece of paper labelled "I.C.E." in my wallet, with contact info (phone numbers) of who should be contacted. Hopefully never needed - but it's there just in case.

Folex works wonders, but from looking at that smear, I think I'd try the Folex after removing more of the stain first...if it were me, I'd try Dawn with very hot water and scrub a bit an old...

Did you drain all the fuel out of the carb before leaving it parked (i.e. turn off the shutoff valve and let the engine run until it dies)?
A lot of gunk can develop if there was fuel in there that...
