The attached photo is from the EFV8 Club 37 REstoration book. It shows the spare tire hold down lock, bracket, bolt and nut. Hope this helps.

The 1/4 " pin is pressed in to hold the lock. You can use a drill to drill into it. Be sure the drill is smaller than the pin and go slow. You can put a screw or pick in the hole you drillrd to...

I had to remove the radiator on my 37 Ford to get the front Passager side exhaust pipe to go in. Little bit of work it will fit.
