If the 215X75's are already tucked up inside the fender by 1/2" you will not be able to put a bigger tire on the car.

Before you lower the car you should put the tires and wheels on the car that you plan on using. Then look at the gap that you have from the fender lip to the top of the tire. If there is a big gap...

What have used to clean some small stuff is the cheap starting fluid from Walmart. It really cleans oil spots from the driveway. You might also try some Dawn soap and water.

I would look at rebuilding the existing starter. Sounds like you cleaned it up, but did not rebuild it. Rebuild it and add the Optima and you should be good to go.
