If this is a 28/29 apron, that looks to me like someone's way of replacing the welded D-nut bracket, which gets mangled on a lot of them.

I did a fair amount of research on this question a couple years ago for my Winfield red head and I never turned up any positive evidence that the logo was painted a contrasting color.
