Here's a cheap and easy to make tool for removing axle seal using a toggle bolt (cut to size), a long 3/8-16 threaded rod or bolt, a flat metal strap with a flat washer and a 3/8 nut that lays on top...

If the dust covers have a little metal raised bead near the bottom, use that surface and a flat blade screwdriver to gently tap on the dust cover.

This KRW hub puller was bought March 24, 2008 for $150. No longer being made. These are the parts that came with it. The little end cap that slides over the axle has no threads but does have a dimple...

This is just a wild guess but, could the little flexible fuel line on the firewall between the gas line and the carb be faulty?
