Do your current shackles have the square hole or the round hole? If they have the square hole then those shackles will work. An alternate option is remove your spring and take it to a spring shop and...

What have used to clean some small stuff is the cheap starting fluid from Walmart. It really cleans oil spots from the driveway. You might also try some Dawn soap and water.

I would look at rebuilding the existing starter. Sounds like you cleaned it up, but did not rebuild it. Rebuild it and add the Optima and you should be good to go.

That all sounds good, but did you add an extra ground to the housing? These old Fords need extra grounds on most of the lights/housings. I have found over time that extra grounds, especially with 6...

Drake formerly made a reflector kit for the '40 tail lamps. Not sure if he still makes it. It's worth a call to see if he has any in stock.

For a reflector in the tail light use a reflector from a flashlight. On my tudor the prior owner modified a '40 tail light with a series of small LED bulbs inside and mounted it on top of the license...

If you have hydraulic brakes do you have the spacer that goes between the drum and the wire wheel? If not then you may have a wheel that has worked it's way loose.
