That is used to cover the tab on the lower plate that would normally attach to the stock type condenser. Since this kit comes with the "modern" (junk) style condenser, that tab is just floating free...

Yes, unless the charging circuit is not charging. You don't want to blow the fuse because you're sitting at a stop light, the charging not kicked in.
