Does a spacer under carb help; shut car off for a little while; don't want to start

Richard, the spacer you ask about is an insulator against heat transfer from the manifold. It provides a minimum benefit in that way, the best method is to open your hood when you park for lunch or whatever, to ventilate the engine compartment, as modern fuel will boil off, evaporate from the carb as well as from the fuel pump while parked, pump loses its prime, carb is dry. Try a squirt bottle directly into the carb vent to give it a head start.

If it's a 94 type carburetor, it may be a leaking power valve.

In the boiled-off scenario, doesn't start because it's too lean. In the leaking power valve scenario, it's too rich. Suggest you try a hot start with pedal to the floor to pull in more fresh air. If that shows an improvement, indicates was too rich.
