Hand throttle carb connection - '39

Who wants to try to explain to me how this throttle connection to my 94 carb on my '39 Standard is supposed to work? This is on the left side of the carb and there is no moving linkage, just the ball on the end of the shaft.

It appears as if you are missing a piece or more. I have attached two photos for you to compare what you have and what you should have.

Not sure IF this helps any over what KUBE has already posted but here is the set-up on my 39 Mercury, KUBE, again, can speak to the same or different than the 39 standard Ford BUT here is how it's set up on my Mercury!! SORRY for the "spy phone" 90 degree turn??
