It depends. If your horn has two screws on the back of the cover (one holds on the cover - the other is for adjusting the sound) then the cover can be removed and the horn serviced. If not then check the metal diaphragm. from the front (you have to pop out the screen). There may be an adjustment screw you can mess with. If you have neither it is time to find new horn. You could use a real 6 volt model A horn with one of the resistors sold by the venders that reduces your 12 volts to 6 volts.
I see you are from NY. I will be at the Cider Mill model A & T show in May with a good selection of horns (early Sparton with the flat screen, later Spartan, AIMs, Stewart Warner, 32 Sparton, and 32 beeper). I even have an old 12 volt after market horn you could have for free. :D
