Where and how do I find and locate the frame number for CHP in California?

Top side, driver's side frame rail, under the cowl.

You should have added that "under the cowl" means lifting the body. If the engine number matches the registration they may let you use that for proof of ownership and then attached a tag to the door jam. Search the archives and you will find a picture showing the exact location (or reference to a site with pictures). FYI, I have a '31 RPU also.

How much work is lifting the body enough to see the number?

I do not want to be a bearer of bad news, but the numbers are very hard to read most of the time.I have had no luck reading numbers with just lifting the body. Be prepared to lift body clear of frame and clean and document with rubbing paper and lead pencil. also take photo and have it notery public stamp it. Well good luck you only have to do it one time Don in Indiana

Also look into acid etching to raise the numbers. This is the method police use when the numbers have been ground off of firearms. I assume the number on your engine doesn't match the paperwork.
