Default rebuild speedoeters

I have just installed a "reconditioned" round face speedo in my 1930 CCPU. I don't know who did the job but it is no better accuracy than the one I took out. The previous one read very low, this one reads very fast. At 40 mph by the GPS, it reads nearly 50. How do I adjust it please?
