Default Spindle bolts 40 front end assembly

Got the last of two weeks of visiting relatives shipped off last night and got back to my shop today.
Problem: I have all the 1940 front end for the 32 Rdstr painted and ready to reassemble. Got to the spindle bolts and I have forgotten how one little piece came apart.
Part number 3123 A Bearing = Spindle Bolt is open on one side and closed on the other. I would think the open side should go down but want to be sure.
Will someone send me a PM telling me Open side down or up, please?
Also if there is wear on axle or spindle should the spacer washers be above or below that bearing?
My 32 to 46 parts book shows a great exploded view but doesn't indicate how that bearing is oriented.
