Emergency brake shaft bushings

I just cleaned up the emergency brake shaft, added new felts and springs. I have never worked another, and am not sure it's working correctly. Does the shaft turn in the bushing, or ghe bushing turn in the mount? I did a short video to show what I mean. I feel like it's not correct.https://youtube.com/shorts/rkuk0tJvx0o?feature=share
