Default Tube stabilizer?

I was told this is some type of stabalizer for my 34 coupe? It is about 36" long and 4 " on Diamiter.
It is sealed with some type of spring loaded weight inside. It weighs about 25 lbs.

The truth is, it's more of a Personal stabilizer than for a '34 Coupe:
If you carry that into a Pub, the Barkeep will refuse service, thereby keeping you more stable on your feet.

I'm really not sure what it is, someone told me it was some type of stabilizer shock. I'm sure its car related since it was in my dad's collection.
Just trying to see if anyone has any idea. It has a lot of weight to it and the shiftig spring inside acts like a gyro?

I knew a lady that had one installed on her modern car a 1962, I was 17 then, I asked her what it did, she said it was an anti-sway device and that it made a difference too. After work she took me on a curvy road and went fast, the rest was a learning curve for this young fella, and now only a memory.

Was this devise really effective in offering better stabilization or was it more akin to intake manifolds that promise substantial increase in horsepower.
How was it attached. It looks like just a smooth round cylinder.

I don't see any marks on it from past mounting.
I guess NOS haha. Probably used muffler clamp?
