The state is also pulling titles for inspection. This is an attempt to give credibility to the document that is an auto mobile title. The state is liable for all problems stemming from problematic titles, as citizens, you and I are the state. The policy has become if in doubt make them bond it, if any of your numbers are funny or your car is assembled you will most likely have to bond, bonding cleanses the title thru the process of a 3 year period in which any claimant must present suitable cause towards ownership, after 3 years, she's clean. The bonding process may seem daunting and a giant pain in the butt, it beats the impound crush and or auction policy of 20 years ago. The good news is that you can get a body from somewhere, an engine a trans and a frame and have a car. The bad news is you will have to bond it to drive it. You have to have a complete car, running and safety legal, you have to have it professionally appraised, you will most likely have to pay a transfer tax on it. Make a file and save every single receipt that goes into the car, most important, all major components must have receipts. To acquire a kit for this process you should go to the DMV, services, explain your situation. If they cant help you you can go to the services section on the sec of state site, make a call and inquire, they may put you thru to bonding.
