Maybe the front crossmember was replaced because it is attached to the frame with low profile square head bolts. I have attached a picture. I could grind them down if they are suppose to be flush.

Front fender welting 32 tudor
Does the welting under the front fender start at the firewall and run all the way to the front of the frame? If it does, do you cut out for the rivets on the front cross member?
