Default 1939 ford coupe floor install

I have a beautiful bodied 39 Deluxe coupe.
Except that the bottom is rotted off, and someone raised the floor up 4".
So I need to remove the floor and install a new floor back to stock height.
I have new floor panels and a pair of rockers.
Question: is the rockers supposed to be on top of the floors?
If so,how do I attach the floor to the rocker, or do I tack them in place then remove the floor / rocker and weld it off of the frame?

Hi the floor joint is a sandwich of parts. I need to do this to my cpe also, I believe that the floor pan is first on the frame. Others will reply to this post. An Australian has a good post on this job. Newc

Others may have different/better methods; but I drill holes in the rocker flange and plug/rosette weld it to the floor pan underneath. The end result is similar in function to the original spot welds. Obviously; you can't be heavy handed and burn thru into the frame when welding.

You need to do this job with the body on the frame. You need to remove the old floor and subrails if they are still there. The floor goes on the frame then the subrails go on top of the floor. The upper leg of the subrail gets spot welled to the floor and the lower leg of the subrail gets spot welded to the body.Once that is done the rocker gets spot welded to the subrail and welded to the quarter post and the front post in the door opening. Before you start you need the brace the lower part of the body from inside the body
