Need some advice.

Who is the absolute best Model T engine builder/rebuilder?

I'd have to recommend Jay Temple in Lexington NC. Very knowledgeable guy and does things the "right" way. If you don't know him, he is a invaluable resource. PM me and I can give you his contact info..

Agreed that there are a handful of T engine rebuilders who do quality work.

So what makes Ross the best? He does not bitch, complain, and moan as if he has to turn over heaven and earth just to rebuild your engine the way you want. Who wants to listen to some old bastard carp and complain about how difficult the job is and how they are the only one who can do it?

Ross is not as old as some of the other guys who rebuild T engines, and he doesn't have their crybaby attitude.

Ross does the job cheerfully and you don't have to listen to a bunch of curmudgeonly crap.

I recommend Kevin Prus in Columbiana Ohio. He has built 2T engines and 1 A engine for me. Guaranteed as long as I own the car. I broke a crank in one of the T engines and he replaced it free of charge.

You may be right on with this recommendation.
This man (Prus) is the same builder who built the FIRST ever new cast iron model a block. He built it for Tod Buttermore. He used mostly used parts on a new block and it runs like a singer sewing machine.
There is a posting showing it running at first run...utube or whatever it is called.

This builder Prus is also supposedly to line bore my alum B block for main shells. It is the only alum 4 cyl block that Tod has made thus far. He must be good , as in busy with work, because my block has not gotten his attn yet.

I have no experience with repairs, but have met both Joe Bell and Kevin Prus.
Both are straight up knowledgeable folks and I would be confident in either.

Interesting fact...
I have THE Jensen head on my 24 touring, that Kevin used to make the mold for his "Prus Head" !!
He was here to pick up parts to take to Chickasha for a buyer in TX for me.
I showed him my car, he was looking at the head and when I told him I had gotten it from Art Bilek's family, he immediately said, "that's the head I used to make my heads !"

I want to attempt to build an engine for an Early Model T (1909-14). I am not a mechanic but I think I'm up for the challenge. I will be all smiles when I get it running !
