I would like to know if a 1928 tudor sedan headliner will also fit a 1930 tudor sedan?

What exactly are you referring to as the 'headliner'? When I hear that word I think of the fabric that stretches across the top of the interior. If that is it, then I would say 'probably not', as 30/31s were a tad wider than 28/29s.... But if you bought a pre-cut piece, say from LaBaron Bonney, it probably has plenty of 'slack' all around and might indeed fit.

LaB B will not accept an order without a marked paper tape for the roof bow positions.

The roof bows are spaced differently from tudor to fordor, so the tack strips would not line up. Pony up and buy the correct one.
