Looks like it could possible be a specific purpose made holder for dial indicators for performing shaft alignment using the reverse dial method.

Definitely valve grinding gage. for determining the valve length for engine with non adjustable lifters. The top is adjustable with a lock screw (note the 45 degree angle like a valve), once you get a measurement you set the bottom one to grind a valve the the correct size.

briphaeton has it correct. you place your valve in the fixture bump the bottom edge to your valve, transfer this to the drop in dummy valve and on your valve grinder set the dummy against the stem grinding wheel( wheel stopped) and dial back the clearance on the valve grinder.

Yup, that's it. A low tech version of the micrometer version, that will work with mushroom stem valves.
